Costs rules by date

Led by Diellza Nika Hyseni and Mentor Nika · Updated 25 October 2026

Bills of costs cover years of work, and the rates, fees and rules changed along the way. Pick a date to see what was in force then, each figure with its official source.

Key points

  • Pick any date from 1 April 2010 and see the guideline hourly rates, court fees, VAT rate, Bank Rate, special account rate, small claims limits and costs rules in force then.
  • The guideline hourly rates have had 5 tables since 2010: the 2010 table ran unchanged until 30 September 2021, followed by the 2021 table and uplifts from 1 January 2024, 2025 and 2026.
  • VAT has been 20% since 4 January 2011.
  • Every figure comes from its official source (legislation.gov.uk, justice.gov.uk, GOV.UK, HMRC, the Bank of England), linked beside it.
  • It shows what was in force on a date; it doesn't decide which rates or rules apply to particular work.

How to Use This Page

It shows the published figures and commencement dates in force on a date. It doesn’t decide which rates, fees or rules apply to particular work: that depends on the claim, the work and its dates, and some changes have transitional rules (listed above). Check the rule for your case before relying on a figure.
